Abstract

This article examines the EU's rise in international politics. It examines how the EU uses proportionality, subsidiarity, and attribution to maximize its global influence through its organizational architecture and power distribution. Complex interdependence and soft power theories are used to understand the EU's global governance impact. The EU plays a major role in setting international norms and policies, showing its ability to influence global dynamics despite internal differences that might prevent its consolidation as a superpower.

Author Biographies

Fernando Ramirez Gaston Lecca, Embajada del Perú ante el Reino de Bélgica

Bachelor's degree in Law from the Pontifical Catholic University of Peru, followed by a Master's degree in Diplomacy and International Relations from the Diplomatic Academy of Peru "Javier Pérez de Cuéllar." He interned at the Permanent Representation of Peru to the United Nations in New York and then worked as a diplomat in the Directorate of Organization and Multilateral Policy and the Directorate of Environmental Affairs at the Ministry of Foreign Affairs of Peru. He later took on the role of Coordinator of the Support Group for Repatriations at the Ministry of Foreign Affairs of Peru. Subsequently, he completed a Master of Science in Latin American Studies at the University of Oxford. He currently performs diplomatic duties at the Embassy of Peru to the European Union, the Kingdom of Belgium, and the Grand Duchy of Luxembourg.

Marlina Montaño Riquelme, Embajada del Perú ante el Reino de Bélgica

Second Secretary. She is currently an official at the Embassy of Peru to the Kingdom of Belgium and the Grand Duchy of Luxembourg, as well as the Mission to the European Union. Previously, she served as an official in the Cabinets of the Minister and Deputy Minister of Foreign Affairs.
