Peru and Korea: partners facing the digital challenge and the fourth industrial revolution

Abstract

Throughout 60 years of diplomatic relations, Peru and Korea have established a highly intense working relationship and developed coordination and cooperation schemes in multiple instances. The field of digital government and technological development has, however, a special relevance for representing Korea one of the actors with the greatest international presence in this field and for its comparative advantages built for decades under determined political leadership. As a result of this special link, a Center for Bilateral Cooperation in Government and Digital Transformation has been set up in Lima, whose projects have not only contributed favorably in the advances of the Peruvian state in these fields, but also highlighted the importance of action at all levels and in an inclusive manner to incorporate Peru into the challenges of the so-called Fourth Industrial Revolution. These efforts transcend the central administration to also incorporate private actors and local and regional governments, who find in the World Smart Sustainable Cities Organization (WeGO), based in Seoul, an adequate platform for the exchange of good practices and spaces for interaction to be taken in advantage by the desired cities of Peru. The article recounts the progress achieved, with a view to intensifying this special relationship forged with South Korea based on trust and adequate working synergies, as well as presents conclusions on future lines of action in this crucial area for development of the country.
