The Impact of APEC Policies on Property Ownership and Private Investment in Peru's Industrial Sector

Abstract

The article examines how the policies promoted by the Asia-Pacific Economic Cooperation (APEC) have influenced the legal security of property and the increase of private investment in the Peruvian industrial sector. The study analyzes the historical difficulties of Peru's fragmented registry system, which has generated uncertainty in property ownership, negatively affecting investment.

The research adopts an exploratory-descriptive approach based on a documentary review of public policies and international agreements, with a study period between 2020 and 2024. Among the main conclusions, it highlights the positive impact of APEC policies, such as economic liberalization and legal certainty, which have encouraged foreign direct investment (FDI), especially in the manufacturing and agro-industrial sectors. However, challenges related to the fragmentation of the registry system and territorial management persist, limiting the full potential of the reforms implemented.

Finally, the article concludes that while APEC has been crucial in improving Peru's investment climate, institutional strengthening is needed to overcome the bureaucratic barriers that still affect the industrial sector.
