Diplomacia científica: entre la cooperación y la competitividad

Resumen

La diplomacia científica es una herramienta de la política exterior que ha cobrado gran relevancia a partir de oportunidades como la tecnología 5G, pero también de amenazas como el cambio climático y la pandemia de COVID-19. Este trabajo busca analizar los avances en diplomacia científica de los países del Norte y Sur Global bajo dos enfoques diferenciados: cooperación y competitividad. Se afirma que los Estados participan en iniciativas de cooperación científica, especialmente, frente a problemas de gran envergadura que afectan a toda la comunidad internacional. La diplomacia científica es, asimismo, empleada para mejorar la competitividad de un país en la carrera tecnológica y energética.
